National Strategy for Economic Transformation Annual Report - ScotGov

The first annual report for the National Strategy for Economic Transformation (NSET) has been published by the Scottish Government.

The report sets out progress made across each of the strategy’s six programmes in the first year of its implementation, and provides a fresh focus on new actions to deliver a growing economy that increases wellbeing.

Milestones include:

  • Establishing Techscaler hubs to support start-ups and boost entrepreneurship in Scotland.

  • Completing a review setting out a new approach to increasing the participation of women in entrepreneurship.

  • Announcing over £75 million funding to support the transition of the North East and Moray towards a low carbon economy.

  • Expanding Productivity Clubs and piloting Digital Productivity Labs.

  • Strengthening conditionality so that recipients of public sector grants will be required to pay at least the real Living Wage.

  • Setting out a Fair Work Action Plan for how we will promote fair and inclusive workplaces across Scotland.

  • Setting up a National Strategy for Economic Transformation Delivery Board.

  • Committing more than £7 million of funding to over 30 projects through the Hydrogen Innovation Scheme.

  • Progressing the ScotWind programme with all 20 successful applications now having option agreements in place and able to move into the developmental stage.

  • Establishing the First Minister’s Investor Panel, which aims to enhance Scotland’s global attractiveness to investors.

  • Laying 16 new subsea cables through the Scottish Broadband Voucher Scheme (SBVS) and connecting 15 remote islands and enhancing infrastructure resilience for generations.

  • Establishing the Centre of Expertise in Equality and Human Rights.

In addition, the report outlines new actions that have been established since the initial publication of the strategy. This includes re-setting the relationship with business through delivering on recommendations made by the New Deal for Business Group.

Over the coming months work will take place to examine what more can be done to accelerate economic growth. This will build on the priorities set out in the recent policy prospectus and be reflected in the updated delivery plans for NSET which will be published in Autumn.
