Extended Producer Responsibility for packaging Service: Registration and Packaging (export) recycling notes now live on EPR

The Department for Environment and Rural Affairs (DEFRA) has announced that functionality to accept or reject PRNs and PERNs towards 2025 recycling obligations on the EPR for packaging service is now available. Direct producers and compliance schemes responsible for meeting recycling obligations for 2025 should begin using the EPR for packaging digital service via the RPD portal to accept PRNs/PERNs towards their 2025 balance. This process cannot be completed using NPWD.

The newly available functionality on the service includes:

  • Searching and viewing PRNs/PERNs

  • Accepting or rejecting PRNs/PERNs

  • Downloading PRNs/PERNs

  • Viewing the current tonnage accepted towards each material category

Functionality to view individual recycling obligations for each material category for 2025 will be introduced later, once registration and submission of 2024 packaging data have been completed and accepted by the regulators.

Registration

Organisations obligated under EPR for packaging must register with environmental regulators and pay a registration fee. Guidance on determining obligation status is available online. Both producers and compliance schemes must register by enrolling in RPD and completing the payment process. This functionality is now accessible within the Report Packaging Data (RPD) account.

Organisations without an RPD account should enrol via the Report Packaging Data page on GOV.UK. The deadline for registration and payment is Tuesday 1 April 2025. Detailed producer registration guidance is also available on GOV.UK.
